Diversity At HR

As a public service design and project delivery firm, Hurst-Rosche has recognized the importance of developing a diverse workforce that reflects the community demographics where our offices are located as much as possible.  This allows Hurst-Rosche to better understand and respond to its public clients’ requests and concerns.  Hurst-Rosche is committed to establishing a workplace where each employee is valued and encouraged to maximize their potential.
Hurst-Rosche’s Workforce Diversity Plan is a guiding document that is intended to:
  • Facilitate the hiring, development and promotion of qualified employees, including underrepresented minorities
  • Promote and develop an inclusive, respectful work environment
As a method of evaluation within the plan, Hurst-Rosche employee demographics are compared to the overall labor force in the area surrounding each of our offices. While, Hurst-Rosche’s age demographics indicate a good representation of employees over age 40, this comparison suggests that there may be opportunities to increase diversity in both racial minority and female categories.
Looking at the same data broken out by U.S. Equal Employment Opportunity (EEO) job categories, the opportunities to increase racial diversity exist primarily in professional and technical jobs.  In addition, the information reflects a potential to increase gender diversity in professional and technician positions.

To address these opportunities, our Workforce Diversity Plan includes objectives in the areas of policy and commitment, recruitment, hiring, employee development, training and accountability as noted below.

Policy & Commitment
  • Research best practices and develop procedures and practices related to Hurst-Rosche’s Diversity Plan.
  • Communicate Hurst-Rosche’s diversity commitment to stakeholders.
Recruitment
  • Research best practices for locating and recruiting qualified candidates for Hurst-Rosche’s diverse jobs and career paths and establish a recruitment plan.
  • Locate and make contact with qualified applicants in the minority community in an effort to widen and diversify our applicant pool.
Hiring
  • Hurst-Rosche employs based on job-related ability, measured with uniformly applied qualification and evaluation standards.
Employee Development, Promotion & Retention
  • Promotion of employees based on job-related ability, measured by uniformly applied qualification and evaluation standards.
  • Consistently provide employees opportunities to develop their knowledge base, skill set and abilities with the goal of promoting into positions.
  • Improve employee retention by helping them remain engaged in their work in a teaming environmant.
Employee Diversity Training
  • Promote understanding among co-workers and equip employees to create and foster a work respectful, inclusive and diverse work environment.
Accountability
  • Establish and promote a culture of accountability for managing a diverse, inclusive, and respectful work environment.
Rather than existing as a fixed document, this overall plan is expected to adapt to changing conditions.  In an effort to remain accountable and transparent, the Hurst-Rosche Board of Directors will provide Stockholders with an annual progress report.
However, Hurst-Rosche understands that workforce diversity is impacted by many factors and cannot solely be measured numerically.  Other signs of success should include an increasingly broader, diverse applicant pool of qualified candidates, ensuring that job interviewers are trained, increasing participation in employment development programs, and providing quality training programs.  We accept that no single policy, strategy, or plan will be sufficient.  Rather, we are committed to understanding by all that the principle of diversity will be accomplished most successfully over time, through incremental changes and on-going corporate emphasis.
