Hurst-Rosche served as a member of the project management team during
the final design/construction phase of MetroLink.
Field survey personnel provided horizontal and vertical control
monumentation for later reference by other designers and contractors.
They also completed property surveys for all railroad, state and city
highway owned parcels, as well as property under private ownership.
Geotechnical personnel logged field drilling results and generated
project boring logs for incorporation into geotechnical reports.
Hurst-Rosche developed exhibits for submittal to state and local
agencies, completed permit applications, and then acted as liaison
with those groups. Attended city council meetings, public hearings,
and made presentations to appropriate leaders, governing bodies, and
citizens' groups.
Our staff developed preliminary plans and profiles for the East St.
Louis alignment as it was finally developed, generated cost comparisons
of alternate East St. Louis alignments, assisted Bi-State in presenting
alternatives to appropriate leaders and governing agencies, and assisted
in obtaining approval from city committees and commissioners.
Hurst-Rosche assisted in the development of final design criteria
documents for various MetroLink components, and generated design
directives, including one defining the model light rail vehicle
loads to be used in the design of all bridges and other
structures on the project.
