Hurst-Rosche Engineers, Inc. has assisted landfill owners and operators with the design and permitting of landfill closure systems, developed closure/post-closure care plans, and has provided quality assurance/quality control for closure certification purposes.

Roxana Landfill
Final Cover Design & Closure/Post-Closure Plan
Roxana, IL

Hurst-Rosche assisted in designing a composite final cover system for this facility. The permitted final cover consists of a low permeability layer, geomembrane liner, geocomposite drainage layer, and protective cover soils. Numerous closure/post-closure care plans have been prepared for this facility to address various closure and post-closure care issues.

Chain of Rocks Recycling and Disposal Facility

Granite City, IL

Hurst-Rosche has provided quality assurance/quality control services for the incremental placement of final cover at this facility. Hurst-Rosche also provided construction quality assurance/quality control services for final closure of an older refuse disposal unit (approximately 40 acres) at the site. Hurst-Rosche has also completed post-closure inspections for the facility.

Milam Recycling and Disposal Facility

Fairmont City, IL

Hurst-Rosche has provided quality assurance/quality control for final cover placement at this facility. The final cover system consisted of a two-foot thick clay barrier and 12-inch protective cover layer. The arial extent of the construction was approximately 50 acres.

Greene County Landfill

Greene County, IL

Hurst-Rosche provided project management and quality assurance/quality control for final cover placement at this facility. The final cover system consisted of a two-foot thick clay barrier layer and an 18-inch protective cover layer. The aerial extent of the construction was approximately 19 acres.

Litchfield-Hillsboro Landfill
Litchfield, IL

Hurst-Rosche provided quality assurance/quality control for final cover placement at this facility. The final cover system consisted of a low permeability barrier layer, geomembrane liner, and protective cover soil. The extent of the construction was approximately 9 acres.

Alton Municipal Landfill
Final Closure
Alton, IL

Hurst-Rosche provided construction quality assurance/quality control along with final certification for closure of this facility. Premature closure of this facility required regrading of the site to promote surface water runoff; the placement of a final cover system, which consisted of a soil barrier layer, protective cover layer and a vegetative cover; and appropriate field and laboratory testing to verify that the work was completed in accordance with permit conditions.

D & L Landfill
Final closure and closure/post-closure care
Greenville, IL

Hurst-Rosche has provided quality assurance/quality control for partial and final closure of the existing landfill. The final cover system consisted of a two-foot thick clay barrier layer overlain by a 12-inch thick topsoil layer. The existing landfill encompasses approximately 32 acres. Hurst-Rosche has prepared a closure/post-closure care plan for the closed landfill and an adjacent 60 acre landfill facility.

Black Oak Recycling and Disposal Facility

Hurst-Rosche has provided quality assurance/quality control services for the placement of final cover over an approximate three acre area. The final cover system consisted of a two-foot thick clay barrier layer and a one-foot thick protective cover layer. Hurst-Rosche also documented final cover placement over an older section of the landfill.

Hurst-Rosche provided quality assurance/quality control services for the incremental placement of final cover at this facility. The areal extent of the final cover operation was approximately three acres each.

Ellis-Scott Sanitary Landfill

Hurst-Rosche provided CQA services for interim cover of approximately 9 acres in Phase II. The interim cover consisted of a two ft. thick soil liner and one ft. thick protective cover.

Jefferson City Landfill

Jefferson City, MO

Hurst-Rosche provided certification for the incremental placement of final cover at this facility. The area of final cover construction encompasses an approximate 8 acre area.
