Landfill CQA and Project Management
Hurst-Rosche Engineers, Inc. has extensive experience in providing
project management and QA/QC services for landfill construction projects.
Engineering, technical, surveying and laboratory personnel to be utilized
for any particular project will be familiar with the surveying, field
inspection, field testing, and laboratory testing requirements, in
addition to the mechanical/electrical oversight necessary to complete
the project.
Hurst-Rosche employs engineers and technicians who are
certified to operate nuclear density gauges; maintains a full-service
soils (materials) testing laboratory in Hillsboro, Illinois; and
maintains survey crews staffed with experienced surveyors who are
equipped with global positioning systems (GPS) or electronic distance
measuring (EDM) equipment and data recorders. Additionally, our staff
is diverse and includes mechanical and electrical engineers and
technicians who will be available to assist with documenting and
certifying ancillary installations required on this project (e.g.,
holding tank, pumps, control panels, etc.). |

Roxana Landfill, Roxana, IL

Roxana Landfill
Phases I, IA, and Modules 1, 2, 4 & 6
Roxana, IL
Hurst-Rosche has provided project management and quality
assurance/quality control for six cell constructions at Roxana Landfill
in Roxana, Illinois. Each cell incorporated approximately five to ten
acres. Each construction included site excavation or fill placement,
construction of composite liner systems (soil and geomembrane), and
installation and extension of a leachate collection system. Construction in
the Module 2, 4 and 6 areas also included the construction of an aggregate
groundwater drainage layer beneath the invert soil liner. Prior to Phase I
construction, a prototype soil liner was constructed and evaluated. The Phase
I construction included installation of a 30,000 gallon underground
leachate storage tank and related leachate management appurtenances. Three
of the constructions included the construction of a composite liner system
consisting of a GCL liner overlain by a geomembrane liner. This composite
liner system was installed on 3:1 sideslopes. |

Litchfield-Hillsboro Landfill
Cells 2, 3, 6, and 7 (Phases 2A & 2B)
Litchfield, IL
Hurst-Rosche has provided project management and quality assurance/quality
control for four cell constructions at the Litchfield-Hillsboro Landfill
near Litchfield, Illinois. Cells 2 and 3 incorporated approximately six
and one-half and three acres, respectively. Each construction included site
excavation, construction of a 10-foot thick soil liner, and installation
of a leachate collection system to include related piping and granular
drainage layer. Completed in conjunction with the Cell 2 construction was
installation of a 30,000 gallon double-walled leachate storage tank
system. This system had been designed by Hurst-Rosche prior to the
construction. Cell 6 construction consisted of site excavation,
foundation construction, soil liner placement, and HDPE liner placement;
leachate collection system construction, including pipe installations and
drainage layer placement; and placement of approximately 2,800 feet of
double-walled HDPE conveyance piping. In conjunction with the Cell 6
construction; a test liner was constructed and evaluated. Cell 7
(Phases 2A & 2B) constructions consisted of soil liner placement,
geomembrane liner installation, and leachate collection system
construction over two approximate 4 acre cell areas. |

Chain of Rocks Recycling and Disposal Facility
Cells 2 through 9
Granite City, IL
Hurst-Rosche has provided quality assurance/quality control services
for the construction of seven refuse placement cells at the Chain of Rocks
Recycling and Disposal Facility near Granite City, Illinois. Each cell
incorporated approximately seven to 10 (ten) acres and included subgrade
preparation, composite (soil and geomembrane) liner construction, and
construction of a leachate collection system. Field monitoring, surveying
services, and laboratory testing services were provided for each
construction. |

Milam Recycling and Disposal Facility
Phases I, II, III, and IV
Fairmont City, IL
Hurst-Rosche has provided quality assurance/quality control services
for the construction of four phase areas at the Milam Recycling and
Disposal Facility in Fairmont City, Illinois. The areal extents of these
phase areas ranged from approximately 10 to 20 acres and included subgrade
preparation, composite (soil and geomembrane) liner construction,
and construction of a leachate collection system. Field monitoring,
surveying services, and laboratory testing services were provided for
each construction. |

Five Oaks Recycling and Disposal Facility
Unit 7-1
Taylorville, IL
Hurst-Rosche has provided project management services for the construction
of a new nine acre refuse disposal cell. Cell construction included
subgrade preparation, composite liner construction (soil & geomembrane),
leachate collection system installation, and construction of a seven acre
sedimentation basin. |

Hurst-Rosche has provided project management and quality assurance/quality
control services for construction of three cells covering 3 to 4.5 acres
each. Construction included site excavation, placement
of an 8.5 foot thick soil liner, geomembrane installation, construction
of a leachate holding lagoon, and construction of leachate collection
and conveyance systems. |

Hurst-Rosche provided quality assurance/quality control services for
the construction of a three (3) acre cell at this municipal landfill.
Construction included site excavation, placement of a composite
groundwater drainage layer, construction of a 5 ft. thick soil liner,
and construction of leachate collection and conveyance systems. |

Owensville, MO
Hurst-Rosche has provided quality assurance/quality control services for
the construction of refuse placement cells at Cedar Hollow Recycling and
Disposal Facility near Owensville, Missouri. Cell sizes ranged from
0.6 acre to 1.7 acres. Each construction included site excavation,
soil liner construction, survey certification and laboratory
testing. |

Hartville, MO
Hurst-Rosche has provided quality assurance/quality control services
for the construction of refuse placement cells at Black Oak Recycling and
Disposal Facility in Hartville, Missouri. Cell sizes ranged from 0.5
acre to 2.1 acres. Each construction included site excavation,
soil liner construction, and extension of leachate collection
system piping. The Phase III construction also included the
installation of a geomembrane liner. Field monitoring, surveying
services, and laboratory testing services were provided for
each construction.

Hurst-Rosche has provided quality assurance/quality control service
for cell construction at the Show Me Landfill near Warrensburg,
Missouri. The construction included the installation of a
two ft. thick soil liner and HDPE liner placement over
approximately 5 acres. Field monitoring and laboratory testing
services were provided for the construction. |

Prairie View Regional Waste Facility
Phase 2B
Lamar, MO
Hurst-Rosche provided quality assurance/quality control "CQA" services
for the construction of Phase 2B at Prairie view Landfill near Lamar,
Missouri. Cell construction included excavating and placing structural
fill, construction of a 2 ft. thick soil liner, placement of a
geomembrane liner, and placement of a groundwater drainage layer,
and leachate collective piping. Cell construction encompassed 7.4
acres.

Jefferson City, MO
Hurst-Rosche provided quality assurance/quality control "CQA"
services for the construction of Phase 1B at Jefferson City Landfill
in Jefferson City, Missouri. Cell construction included placing
structural fill, construction of a 2 ft. thick soil liner, placement
of a Geomembrane liner, and placement of a groundwater drainage layer
and leachate collective piping. Cell construction encompassed 4 acres.

Hurst-Rosche provided CQA services for the construction of the
western part of Phase 2C at Resource Recovery Landfill near Cherryvale,
Kansas. Cell construction included the construction of a 2 ft.
thick soil liner, placement of a HDPE geomembrane liner, and
placement of an aggregate drainage layer. Cell construction encompassed
2 acres.
